Contraban Jasmine

Via The New York Times. China is banning the selling of jasmine and forced the organizer to cancel the China International Jasmine Cultural Festival. This action has caused the price for jasmine to collapse in March when “the police issued an open-ended jasmine ban at a number of retail and wholesale flower markets around Beijing".

I wonder what would happen to the price of jasmine tea. Furthermore, how is the ban gonna improve the quality of life for the peasants? Would that contribute to the instability  even more?
